Glitch City is a location reached via the basement of the Haunted Mansion in Rijon.
It is an optional, one-time-only location where the player can encounter and catch the Naljo legendary Phancero.
Access[]
In order to access Glitch City, the player needs to have defeated the Elite Four and Champion at the Rijon League. This will allow them to enter the Haunted Mansion's basement. Once in the basement, the player will also need at least two Cage Keys and a Pokémon that can use HM05 Rock Smash.
The entrance to Glitch City is in the cell in the top-left of the basement, as a blue warp tile beneath a smashable rock. Once the doors are unlocked and the rock broken, stepping on the tile will take the player immediately to Glitch City.
Finding Phancero[]
Glitch City has long grass and water, but no random wild pokémon. Phancero however will appear in the overworld multiple times before it is battled. When interacted with, it will deliver a line of glitched text and then vanish, until the sixth time on top of a glitched gym building where it will battle.
The layout of Glitch City has a few dead ends, but is relatively straightforward to navigate from right to left. No HMs are needed to progress: although there is a patch of water blocking the way just before the final encounter with Phancero, the player is able to walk over it without using Surf.
There is no way to leave the location before battling Phancero (other than using an Escape Rope, for example). Once the battle is over, however, the player will be automatically warped out of Glitch City and it cannot be accessed again.
On returning to the Haunted Mansion, a line of text informs the player that their bag feels heavier, and they will have gained 6 Great Balls.

- "Glitch City" is a reference to a glitch of the same name found in some of the earlier games, most famously in Red and Blue.
- The glitchy signposts in the city contain a distribution code for Phancero in one of the patches for Pokémon Anniversary Crystal.
